Every position/s of the Mayor/s for the Municipalities are announced with the close coordination and procedures of the Independent Administration Reform and Civil Services Commission (IARCSC).
Every candidate according to the announcement submits their applications.
A selection committee reviews all The received applications. They evaluate the applications, educational documents, employment experience and the economic plans for the municipality, submitted by the candidates. After shortlisting, the process goes to the next stage. Candidates are invited for the written test and to defense their economic plan for the municipality.
Upon completion of the written test and defense of the economic plans, the selection committee finalizes list of the three successfull candidates.
Selection of the three candidates is based on their performance in written test, abilities and defense of their economic plan. Report of the selected three candidates are later sent to the office of the President of Islamic Republic of Afghanistan, in order to select the best candidate among them.
